Chronology of NCAIDS

 

In 1995
In January, the HIV sentinel surveillance system at national level was established under the support of the Ministry of Health (MoH).
In June, The State Commission Office for Public Sector Reform (SCOPSR) proposed to establish a "State Council AIDS Coordination Meeting Mechanism” in its Reply to the State Council regarding the Establishment of a Working Body for HIV/AIDS Prevention and Control and a "professional HIV/AIDS agency on the basis of the existing structure of Chinese Academy of Preventive Medicine (CAPM) to be set up by the Ministry of Health".
In August, the State Council issued an official reply to MoH, approving the establishment of the State Council AIDS coordination meeting Mechanism, in order to strengthen the leadership and coordination for HIV/AIDS prevention and control; the institutional structure and staffing for HIV/AIDS prevention and control were required to be developed as per the proposal of the SCOPSR.


In 1996
In October, Chinese Academy of Preventive Medicine issued a Notice regarding Preparing to Establish a National Center for HIV/AIDS Prevention and Control, deciding to initiate a process to establish the National Center for HIV/AIDS Prevention and Control by setting up a Preparation Group with Dr. Qi Guoming as the group Director and Dr. Zheng Xiwen and Dr. Shao Yiming as the Deputy Director.


In 1997
In January, the data of People Living with HIV/AIDS (PLHA) and AIDS cases in China was summarized and analyzed, and the reporting of HIV/AIDS cases was initiated, with an appropriate HIV/AIDS epidemic database was established.
The Department of Disease Control, MoH together with Chinese Academy of Preventive Medicine jointly launched the periodical Bulletin of HIV/AIDS Control and Prevention, which was highly favored by Ms. Peng Peiyun, a State Councillor at that time.
In December, "Follow-up Study on the Biology and Molecular Biology of HIV in Epidemic Areas in Ruili, Yunnan Province" of Dr. Shao Yiming, et al. was awarded the 3rd Prize of National Scientific and Technological Breakthrough Award.

In 1998
In February, the SCOPSR officially approved the establishment of National Center for HIV/AIDS Prevention and Control under MoH, with a quota of 80 staff members.
In March, MoH issued a Notice regarding the Establishment of National Center for HIV/AIDS Prevention and Control under MoH, approving the establishment of the Center.
On July 1, the National Center for HIV/AIDS Prevention and Control was officially established. As a professional institution which engaged in the prevention and control of HIV/AIDS under the leadership of MoH, the center was charged with to provide guidance and carry out research on the response to HIV/AIDS. In administrative sense, it was an institution under the Chinese Academy of Preventive Medicine.
On July 1, Dr. Wang Ke'an began to serve as the Director of the National Center for HIV/AIDS Prevention and Control.
At least six HIV-1 subtypes were detected by the relevant divisions/offices of the National Center for HIV/AIDS Prevention and Control.

In 1999
In August, the "HIV Molecular Epidemiological Study in China" by Dr. Shao Yiming et al. was awarded the 3rd Prize of National Scientific and Technological Breakthrough Award of MoH.
Eight subtypes of HIV-1 were detected by the relevant divisions/offices of the National Center for HIV/AIDS Prevention and Control, and for the first time in China detected two subtypes of recombinant HIV-1.
The relevant divisions/offices of the National Center for HIV/AIDS Prevention and Control initiated to explore the approaches to the treatment of AIDS patients.

In 2000
In June, China-UK HIV/AIDS Prevention and Care Project was launched. The project covered 83 counties/districts in 37 prefectures/cities of Yunnan and Sichuan. It lasted for six years (June 2000 - December 2006). The UK Government provided the project with a grant of GBp 20 million and technical assistance.
The National Center for HIV/AIDS Prevention and Control focused its clinical efforts on the clinical treatment of HIV-1, and preliminary broke new ground of using HAART therapy to treat HIV/AIDS in China based on various training on health care and testing.
On December 1, the website of the National Center for HIV/AIDS Prevention and Control was launched.

In 2001
In May, Ms. Shen Jie was appointed the Director and Secretary of CPC General Branch of the National Center for HIV/AIDS Prevention and Control.
In October, Prof. Cao Yunzhen, a Chinese American working at the Center, won the "Friendship Award", the top award granted by the Chinese government for foreign experts.
In November, Liu Zhongfu and Sun Jiangping were appointed as Deputy Directors of the Center.
In December, Liu Kangmai was appointed as the deputy Secretary of CPC General Branch of the Center.
In December, the method for the determination of the immunity of HIV-1-infected persons and the reliable method for HIV-1 gene diagnosis were established by the relevant divisions/offices of the Center.

In 2002
In January, the "National Center for HIV/AIDS Prevention and Control, Ministry of Health" was renamed as the "National Center for AIDS/STD Control and Prevention, Chinese Center for Disease Control and prevention”, which is abbreviated to NCAIDS/STD, after the establishment of "Chinese Center for Disease Control and Prevention (China CDC)" based on "Chinese Academy of Preventive Medicine". The NCAIDS is a national-level professional agency engaged in STD/AIDS prevention and control, with the relationship of administrative subordinate to China CDC.
In March, Academician Zeng Yi was hired by China CDC as the chief scientist of NCAIDS.
In March, Dr. Yu Dongbao was awarded by WHO the honorary "Jacques Parisot Fellowship and Award".
In June, the proposal for China Comprehensive International Program for Research on AIDS (China CIPRA) was approved. The program had a term of five years (June 2002 - June 2007) plus one additional year of extension, with a total fund grant of around USD 14.80 million.
In August, Dr. Shao Yiming was awarded by MoH the title of "Middle-Aged/Young Expert of Significant Contributions at MoH".
In August, China CDC hired Dr. Shao Yiming as the chief expert of NCAIDS.
In August, the Intervention of "Needle Social Marketing" was launched by the relevant divisions/offices of NCAIDS.
The relevant divisions/offices of NCAIDS began to expand the National HIV Serum Bank within the National Laboratory Testing Network, and established simple, convenient approach to HIV drug resistance surveillance.
In December, NCAIDS launched the pilot work of national free ART in Shangcai County of Henan Province. Treatment was provided to 200 AIDS patients.

In 2003
In January, Dr. Shao Yiming was elected a member of the 10th National Committee of the National People’s Political Consultative Conference.
In February, NCAIDS assisted relevant departments to promulgate the Interim Protocol for Community-Based Drug Maintenance Treatment Sites for Heroin Addicts and set up a National Methadone Maintenance Treatment (MMT) Working Group, in a bid to explore effective strategies, management and technical measures for community-based drug maintenance treatment for heroin addicts. Methadone Maintenance Treatment was piloted in the first eight sites.
In March, MoH launched 51 sites for China Comprehensive AIDS Response (China CARES) Program. The goal of the program was to develop locally appropriate comprehensive HIV/AIDS response mechanisms within three to five years and to obstruct the further spread of the epidemic. In order to strengthen the management of China CARES sites, MoH set up the National China CARES Management Office within China CDC.
In October, HIV/AIDS epidemiological survey was conducted among target groups in 31 provinces/autonomous regions/municipalities and Xinjiang Production and Construction Corps under the coordination and promotion of NCAIDS. A national HIV/AIDS epidemiological survey database was created accordingly.
In October, NCAIDS organized national and international experts to estimate the number of PLWHA in China based on the epidemic estimation method recommended by WHO and UNAIDS under the support of MoH, and completed the Analysis Report on HIV/AIDS Epidemic Situation in China.
In October, China Global Fund AIDS Program Round 3 was approved with a duration of five years (September 2004 - August 2009) and a budget of USD 97.88 million.
In November, NCAIDS conducted the national baseline sampling survey for HIV drug resistance and obtained a clear understanding of HIV drug resistance among PLWHA prior to the large-scale implementation of ART across the country.
Under the coordination of NCAIDS, a sound national five-tiered laboratory testing network was initially established in China.
NCAIDS designed a method of combining domestic reagents and imported reagents to determine viral load in laboratories.
Under the coordination of NCAIDS, the condom promotion pilot was launched in China.
Under the coordination and promotion of NCAIDS, free ART was launched in China. By November, a cumulative total of more than 6,000 AIDS patients received six types of free ARVs produced by four manufacturers in nine provinces.
The national ART database was created in NCAIDS.

In 2004
In March, China CDC designated Dr. Wang Ning and Dr. Han Mengjie as Deputy Directors of NCAIDS.
In April, Dr. Wu Zunyou was awarded the honorary title of "National Labor Medal".
In May, NCAIDS set up national HIV behavioral surveillance sites within the surveillance system.
In July, Dr. Shao Yiming was elected as State Class Person of the National Talents Program in New Century.
In July, China HIV/AIDS Roadmap Tactical Support (CHARTS) Project was approved. The State Council AIDS Working Committee Office (SCAWCO) was responsible for the organization and implementation of the project. A project management office was set up under SCAWCO to take responsibilities for daily program management. Phase I was launched in January 2005 and lasted for three years (2005 - 2007) with a budget of GBp 7.2 million. Phase II was commenced in 2008 and will be concluded in 2011, with a budget of GBp 5 million and AUD 2.5 million.
In July, NCAIDS established working groups for two focal points with severe HIV/AIDS epidemic (Zhumadian city of Henan province and Dehong Prefecture of Yunnan province) identified by MoH. The working groups were respectively steered by two Deputy Directors of NCAIDS and consisted of key members in such technical fields of epidemiology, laboratory testing, treatment and intervention for high risk behaviors. Two or three regular members were arranged to stay in the focal points for a long time.
In September, China Global Fund AIDS Program Round 4 was approved with a duration of five years (July 2005- March 2011). In September 2006, the UK Government provided a grant of GBp 30 million to the Chinese Government through UK Department For International Development (DFID), of which GBp 20 million is for Phase II of China Global Fund AIDS Program Round 4 to add 50 new program counties in addition to the existing 76 program counties in the seven program provinces. Phase I received a grant of USD 23.93 million from Global Fund and a domestic counterpart funding of USD 6.99 million. Phase II received a grant of about USD 79 million from Global Fund and DFID and a domestic counterpart funding of about USD 48.7 million.
In October, NCAIDS held the first session of the 1st staff representative conference.
In October, the "full-length gene series of donkey-adapted equine infectious anemia virus vaccine strain" by Dr. Shao Yiming, et al won the national invention patent.
Through adequate preparation and planning by the National China CARES Management Office, 76 new China CARES sites were launched. In total, there were 127 China CARES sites across the country.
NCAIDS cooperated with Women's Federation, Youth League and Family Planning Sector to conduct face-to-face IEC activities in China CARES sites.
To facilitate VCT, Proficiency Testing for CD4 laboratories was launched.
The National Reference Laboratory developed and improved Alternative Strategies of HIV Testing and saved a large amount of money for high HIV prevalence areas in Yunnan, Guangxi and Xinjiang provinces.
In December, ART was widely expanded in the country through joint efforts and relevant sectors and NCAIDS.

In 2005
In April, Dr. Shao Yiming was awarded the honorary title of "National Advanced Worker".
In May, a Memorandum of Understanding was signed for China-MSD HIV/AIDS Partnership. The program was launched in August 2007, with a duration of five years (2007-2011) and a budget of USD 30 million.
In June, the web-based HIV/AIDS reporting system was launched within China Disease Prevention and Control Information System. NCAIDS started to manage the HIV/AIDS epidemic via web-based reporting.
In September, China CDC appointed Dr. Wu Zunyou as the Director of NCAIDS.
In September, 2,081 VCT clinics were set up with the coordination and promotion of NCAIDS, of which 1,157 clinics provided free HIV test. There were totally 5,892 counselors.
In September, China Global Fund AIDS Program Round 5 was approved, with a duration of five years (July 2006 - June 2011) and a budget of USD 28.9 million.
In October, NCAIDS assisted MoH in developing protocols for HIV screening and monitoring among former plasma donors and incarcerated inmates in the justice system, participated in the HIV screening and monitoring for these two groups organized by MoH and the Ministry of Justice, assisted MoH in developing the protocol for HIV screening among inmates of custody settings within the public security system, and collected, documented and analyzed progress data in 31 provinces.
In December, the CPC Party Committee of China CDC appointed Dr. Han Mengjie as the Secretary of CPC Party General Branch of NCAIDS.
In December, the assessment of national HIV epidemic in 2005 was completed by the experts whom organized by NCAIDS based on provincial estimates under the leadership of MoH.
NCAIDS developed the serological method for detection of HIV new infection and launched proficiency testing for viral load determination.
Under the coordination of NCAIDS, nine medical training bases were established across the country. ART was available in 605 counties/districts of 28 provinces. A cumulative total of 20,453 AIDS patients received ART.
Relevant divisions/offices of NCAIDS launched the paediatric ART pilot in Henan and Hubei. 104 children received paediatric ARVs.
The National Reference Laboratory developed TCR method for the detection of HIV infection in the window period.

In 2006
In January, NCAIDS integrated sentinel surveillance data from 388 national HIV sentinel sites, 370 provincial HIV sentinel sites and 87 sentinel sites of China-US Cooperation-Global AIDS Program. After the integration of data, nine new target groups were added for HIV testing.
In March, NCAIDS organized experts to conduct monitoring for local levels and completed HIV screening in custody settings.
In July, NCAIDS assisted relevant Sectors to promulgate the Opium Abusers Community-Based Drug Maintenance Treatment Protocol.
In August, NCAIDS took the lead in developing the China HIV/AIDS Monitoring and Evaluation Protocol, defining the M&E indicator system.
In October, NCAIDS took the lead in integrating several independent data systems for HIV/AIDS epidemic, ART, paediatric ART, methadone maintenance treatment (MMT), interventions targeting most-at-risk populations and VCT. After integration, all data were incorporated into the "China Disease Prevention and Control Information System" for effective management. Regular monthly/quarterly/annual reports on key indicators were produced for 31 provinces and 2,864 counties/districts. Starting from December, monthly/quarterly/annual bulletins on HIV/AIDS epidemic were available.
In December, statistical data from NCAIDS indicated that there were a total of 320 functional MMT clinics (including 262 were new open) in 2006, covering 22 provinces/autonomous regions/municipalities and treating a cumulative total of 37,345 drug users.
In December, the research project of "Research on Genovariation and Epidemic Characteristics of Main HIV Strains in China and Creation of Database" by Dr. Shao Yiming, et al won the 1st prize of "Chinese Medical Science and Technology Award".
As indicated by statistical data from NCAIDS, a cumulative total of 30,640 AIDS patients received treatment in China.
Relevant divisions/offices of NCAIDS conducted the pilot work of home-based care, pilot work of ART adherence among drug users and pilot work of ART.
The National Reference Laboratory has actively participated in proficiency testing organized by several authoritative international agencies, established a sound national quality assurance system focusing on the National Reference Laboratory and a provincial quality assurance system focusing on central HIV confirmatory laboratories, and achieved electronic reporting and management of quality evaluation and laboratory proficiency testing.
Relevant divisions/offices of NCAIDS launched the pilot work of a comprehensive service model for HIV counseling and testing.
In December, relevant divisions/offices of NCAIDS formally launched free paediatric ART and conducted paediatric drug-resistance testing and surveillance.
Relevant divisions/offices of NCAIDS defined treatment management indicators based on the database of ART information system and realized online automatic generation of indicators.
16 sentinel sites for HIV drug-resistance monitoring were set up in 10 provinces under joint efforts of NCAIDS and relevant agencies.
In December, relevant divisions/offices of NCAIDS launched the TB/HIV co-infection program. More than 750 PLWHA were screened, of whom 159 tuberculosis cases and 42 nontuberculosis mycobacteria infections were detected.
As the technical support unit of China CARES sites, NCAIDS set up different expert panels to provide guidance for specific geographical areas, launched the effectiveness evaluation of China CARES Program and completed the documentation and descriptive analysis of monitoring data.
The National Reference Laboratory developed the serological method for detection of new HIV infection and conducted pilot work in Yunnan, Xinjiang, Guangxi, Guangdong, Chongqing and Sichuan.

In 2007
In January, NCAIDS set up the Division of Integration and Evaluation.
In February, NCAIDS conducted the pilot work of "Management System of IC Smart Card for Community-Based Drug Maintenance Treatment" in Hainan and Guizhou.
In March, NCAIDS and relevant agencies conducted post-enactment evaluation for the Regulations on HIV/AIDS Prevention and Control as commissioned by the Legislative Affairs Office of the State Council.
In March, NCAIDS coordinated the implementation of the 2nd national HIV drug-resistance survey.
In April, China Global Fund Program PR set up the "Monitoring and Evaluation Division" as required by Global Fund. The Monitoring and Evaluation Division was designed to strengthen the monitoring and evaluation of China Global Fund Program based on the Division of Integration and Evaluation of NCAIDS.
In June, the "Entire gene clone of equine infectious anemia virus representative strain and its application" by Dr. Shao Yiming, et al won the national invention patent.
In July, the pilot work of second-line ART was launched under the coordination of NCAIDS.
In July, NCAIDS organized the compilation of the National Comprehensive HIV/AIDS Information Management Protocol (2007) and developed the national comprehensive HIV/AIDS information management system.
In September, China Global Fund AIDS Program Round 6 was approved, with a duration of five years (January 2008 - December 2012) and a budget of USD 14 million.
In October, NCAIDS held a CPC Party committee establishment meeting and elected members for the Party Committee and the Discipline Supervising Committee. Han Mengjie was elected Secretary of the Party Committee; and Liu Kangmai was elected Vice Secretary of the Party Committee and Secretary of the Discipline Supervising Committee.
In October, "Research on Genovariation and Epidemic Characteristics of Main HIV Strains in China and Creation of Database" by Dr. Shao Yiming, et al won the 2nd prize of the National Science and Technology Progress Award.
In October, the "Alternative testing strategies for diagnosis of HIV infection" by Dr. Jiang Yan, et al won the 3rd prize of the Science and Technology Award of Chinese Association of Preventive Medicine.
In October, the "2007 National HIV Epidemic Estimation Working Group" organized by NCAIDS and consisting of national and international experts conducted estimation for national HIV epidemic based on provincial estimates.
In November, Dr. Shao Yiming was awarded the title of "National Scientific and Technological Excellent Worker of Preventive Medicine".
In November, through organized by NCAIDS, for the first time a Chinese paper series were published on the AIDS, an influential international periodical.
In November, China-Gates Foundation AIDS Program was launched with a duration of five years (2007 - 2012) and a budget of USD 50 million.
In December, AIDS Vaccinia (combined use of DNA vaccine and recombinant vaccine Tiantan jointly developed by NCAIDS and Beijing Institute of Biological Products was administered to the first batch of volunteers.
In December, the epidemiological survey rate of HIV/AIDS cases increased from 44.8% in 2006 to 77.7% in 2007 under the coordination of NCAIDS.
Under the coordination of NCAIDS, a cumulative total of 512 MMT clinics were approved in China, of which 503 clinics were put into operation. Specifically, 183 MMT clinics were opened in 2007 in 23 provinces. A cumulative total of 97,554 drug users received MMT, increasing by 161% from 2006.
Under the coordination of NCAIDS, ART was available in 1,238 counties of 31 provinces, with 288 new counties compared to the end of 2006. A cumulative total of 41,777 cases received ART.
In December, there were 35 central HIV confirmatory laboratories, 151 HIV confirmatory laboratories (86 new ones in 2007) and 6,968 HIV screening laboratories under the coordination of NCAIDS, covering more than 90% of county CDCs. All 31 provinces/autonomous regions/municipalities were capable of performing CD4 test. 190 laboratories were equipped with flow cytometers for determination of CD4+T lymphocytes. Except Tibet, all other 30 provinces/autonomous regions/municipalities had viral load testing machines.
The Drug-Resistance Testing Program of the Division of Virology and Immunology of NCAIDS participated in the quality control assessment organized by VQA/NIH. All four core laboratories in the national HIV drug-resistance testing network passed the assessment with excellent performance. The Division of Virology and Immunology participated in the quality control with three current international drug-resistance testing methods and won excellent grades.
From October to December, NCAIDS integrated monitoring activities into three categories according to the requirements of MoH, i.e. multi-sectoral joint monitoring, comprehensive technical monitoring and special technical monitoring. In 2007, 121 person-times of experts were organized to conduct comprehensive technical monitoring for 12 provinces/autonomous regions, including Jiangsu, Guangxi, Fujian, Guizhou, Qinghai, Inner Mongolia, Hubei, Xinjiang, Gansu, Sichuan, Hainan and Yunnan.
Based on the development and design in 2006, NCAIDS improved the national HIV laboratory network database.
NCAIDS launched the pilot work of comprehensive MSM HIV/AIDS response.
Under the coordination of NCAIDS, behavioral interventions targeting female sex workers were expanded to all counties/districts in the country.
In December, NCAIDS selected Xinjiang, Sichuan, Guangxi and Hunan as pilot sites to conduct surveillance for HIV drug resistance.
NCAIDS completed the geo-information system for China CARES sites and started to conduct scientific evaluation for the effectiveness of China CARES Program over the past five years.
The National Reference Laboratory developed techniques and strategies for diagnosis of early infant HIV infection and started their application in Yunnan, Xinjiang, Guangxi and Hubei.

In 2008
In January, the National Comprehensive HIV/AIDS Information Management System was launched to run.
In January, the Annual National AIDS/STD Directors Meeting was held in Beijing from 23rd to 25th, totally 216 participants consisted of responsible person of Disease Control Department and Medical Administration Department of Health Bureau, and Director/Deputy Director of CDCs and Director of HIV/AIDS Division from 31 provinces (autonomous regions and municipalities) and Xinjiang Production & Construction Corps attended the meeting.
In January, Dr. Shao Yiming was awarded the title of "Outstanding Individual of Foreign Affairs in Health Field".
In February, Dr. Shao Yiming was elected as a member of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC).
In March, NCAIDS held the Second Session of the 1st Staff Representative Conference.
In April, the website of NCAIDS ranked top 1 among websites of 14 directly controlled organs of China CDC during the ranking of disease control websites organized by China CDC.
In May, NCAID acquired the Certificate of Accreditation on Laboratory issued by China National Accreditation Service for Conformity Assessment (CNAS).
On May 20, Secretary of Party Committee, Dr. Han Mengjie led a team of seven members to conduct earthquake relief in Beichuan, Jiangyou, Anxian, Pingwu and Qingchuan of Sichuan Province. NCAIDS totally sent 31 staff members to disaster areas in eight teams. Officials of NCAIDS also visited disaster areas for relief and disease prevention, including Wang Ning, Liu Zhongfu and Liu Kangmai.
In June, Symposium of HIV/AIDS Response for Sichuan post-earthquake was held to make scientific recommendation for the MOH of the decision-making for HIV/AIDS response of post-earthquake.
In June, the National Reference laboratory formally started to use the LDMS sample management system.
 On July 17, Director Wu Zunyou of NCAIDS met staff members involved in earthquake relief in Sichuan.
In September, NCAIDS welcomed the Visiting Executive Director of UNAIDS, Dr. Peter Piot, and shared experiences in HIV/AIDS response in China.
 In September, ART covered 1,495 counties/districts of 31 provinces according to statistical data of NCAIDS. A cumulative total of 53,330 AIDS patients received ART, including 1,144 children.
In November, 558 MMT clinics were opened in 23 provinces under the coordination of relevant divisions/offices of NCAIDS. A cumulative total of 171,726 drug users received MMT.
In November, NCAIDS launched the study and practice activities for the Concept of Scientific Development.
In November, Wang Xiaochuan was awarded the title of "Outstanding Individual" by MoH and the Health Sector of PLA General Logistics Department.
In December, Director of Human Right Committee of UNAIDS visited NCAIDS.
In December, DNA-replicating recombinant vaccinia AIDS vaccine with independent intellectual property rights in China was developed by NCAIDS. The Phase I clinical trial proceeded smoothly, 36 volunteers received vaccine vaccination and no adverse affectss above level 3 were found.
In December, the research project of AIDS epidemiology and control strategy against former blood donors which completed by professor Wu Zunyou, won a first prize for Chinese Medical Science and Technology Award in 2008 year.
In December, the research professor of NCAIDS, Dr Wu Zunyou was honored a Public Health and Preventive Medicine Progress and Contribution Award of Chinese Preventive Medicine Association.
In December, NCAIDS 10 years Anniversary and First Scientific forum of HIV/AIDS Response was convened on 22nd to 23rd December in Beijing Xiyuan Hotel.
In December, the NCAIDS HIV/AIDS Response New Thoughts Debate was convened in Longzhuashu Hotel.

In 2009
From February 11-12, 2009, the annual national AIDS/STD response conference was held in Beijing, summarizing the achievement and progress of AIDS/STD response in China in 2008, identifying existing issues and challenges and defining next steps. At the conference, China CDC commended ten agencies, including Yunnan CDC.
On March 27, NCAIDS held a launch meeting for second-line ART in Hangzhou, Zhejiang Province, indicating the scale-up of second-line ART across the country.
In April, NCAIDS set up a Supervision and Audit Office with the approval from China CDC.
In April, the official website of NCAIDS ranked first in the composite score among websites of agencies directly affiliated to China CDC during the national assessment for disease control websites organized by China CDC.
On July 3, the news release conference & launch ceremony of the "In the Name of Love: 2009 China Competition of Innovative Ideas for Anti-Discrimination against HIV/AIDS", which was sponsored by China CDC and undertaken by NCAIDS and China Global Fund AIDS Program, was held at Sohu.com Building and was broadcast live on Sohu.com.
In July, the three-month HIV/AIDS epidemic investigation in Liangshan Prefecture was concluded.
From August 9-14, the 9th Asia-Pacific HIV/AIDS Conference was held at the Nusa Dua International Conference Center in Bali Island, Indonesia. During the conference, China held two satellite meetings, i.e. HIV/AIDS Response and Multi-Sector Cooperation in China: Promoting Harm-Reduction Strategies for Drug Users, which were highly recognized by participants.
From August 19-20, the China-US Cooperation-Global AIDS Program (GAP) held its 2009 annual meeting in Guiyang.
In October, the Disease Control Bureau of MOH formally allocated such functions as HCV prevention and control, STI health education and behavioral intervention to NCAIDS.
In October, NCAIDS assisted the Disease Control Bureau of MOH to hold a AIDS/STD response meeting in Taizhou, Jiangsu Province, further defining the collaborative mechanism for STI/HIV/AIDS response.
In November, GFATM approved the Rolling Continuation Channel (RCC) proposal for China Global Fund AIDS Program.
From November 4-5, a national meeting was held in Beijing Guangxi Hotel to summarize the pilot work of comprehensive HIV/AIDS response among MSM.
From November 9-13, the Conference to Review Two Decades of Development of National HIV Testing Laboratory Network, and 2nd National Conference to Share Experience in HIV Testing Laboratory Proficiency Testing were held at Jiangxi Building, Beijing.
In November, a meeting was held in Shanghai to summarize the work of China Global Fund AIDS Program Round 3, 4, 5 and 6.
In November, NCAIDS assisted the MOH to hold the "5th Conference for Exchange of Experiences in International Cooperation Programs for HIV/AIDS Response".
On November 25, Vice Minister Yin Li of the MOH visited NCAIDS in the company of Director Wang Yu of China CDC and Office Director Wang Jian.
In November, the National Technical Guidelines for HIV Testing (2009) was circulated.
In November 24, the HIV/AIDS epidemic estimate report which has last almost 6 months was finalized and the MOH issued the results.
In December, NCAIDS held a seminar for grassroots HIV/AIDS workers in Beijing.
In December, a workshop on strategies for HCV prevention and control was held in Beijing.
On December 31, Beijing Publishing Group and NCAIDS jointly held a meeting to publicize the release of a new book, Science of AIDS in Beijing.

In 2010
On January 21, China Global Fund AIDS Program held its launch meeting in Nanning, Guangxi, which integrated Round 3, 4, 5, 6 and 8. The program has a duration of six years, with a total budget of USD 510 million. Phase I work plan has been approved, with a budget of USD 194 million. The goal is to scale up HIV/AIDS prevention, treatment and care in China to achieve universal access for high-risk populations and PLHIV.
From January 21-22, the annual national STI/HIV/AIDS response conference was held in Nanning, Guangxi province, summarizing the achievement and progress of HIV/AIDS response in China in 2009, identifying existing issues and challenges and defining the priorities in 2010.
On January 28, the AIDS (an international authoritative academic journal on HIV/AIDS research published a special issue on HIV/AIDS response and progress in China under the coordination and organization of NCAIDS, which was the first time for the journal to publish a special issue for a country. The title of the special issue was "China Is Facing New Challenges in HIV/AIDS Response", covering basic HIV/AIDS research in China, HIV/AIDS epidemic and epidemiological investigation in China as well as HIV/AIDS prevention intervention, treatment and care in China. Director Wang Yu of China CDC and Director Wu Zunyou of NCAIDS were the guest editors of this special issue.
On February 20, NCAIDS completed its relocation and began to operate in the new site in Changping District, Beijing.
From March 22-31, NCAIDS organized experts to adjust the geographical distribution of national HIV sentinel surveillance sites. 1,888 HIV sentinel surveillance sites would be set up across the country, covering eight target groups (e.g. drug users, MSM, FSWs, male STD patients, male long-distance truck drivers, pregnant women, young students and migrants). In addition, 87 HCV surveillance sites were set up for five key populations.
On April 4, the National Protocol for Quality Assessment on the Implementation of Key HIV/AIDS Measures in 2010 revised by NCAIDS was distributed to provincial CDCs and CDC of Xinjiang Production & Construction Corps, leveraging the role of assessment indicators in improving the quality of HIV/AIDS response.
On May 4, the Secretariat of Office of China CARES and State Transfer Payment was established.
On May 11, the "5th Forum of China Association for Science and Technology: China High-Level Forum on AIDS Vaccines" was held in Shanghai, which was sponsored by China Association for Science and Technology and undertaken by China Preventive Medical Association and NCAIDS. Participants made in-depth discussions on the international research progress in vaccines against infectious diseases and HIV/AIDS, future strategies of research of AIDS vaccines, collaborative models for research of AIDS vaccines between China and other countries, and research priorities. On June 24, NCAIDS 1st Staff Games was held in Xian Nong Tan Gymnasium.
On July 19, China Satellite Meeting of the 18th International HIV/AIDS Conference was held in Vienna, Austria, which was undertaken by NCAIDS and sponsored by the State Council AIDS Working Committee Office, UN Theme Group on HIV/AIDS in China and Gates Foundation China Office. The theme of China Satellite Meeting was "HIV/AIDS Responses and Challenges in China". Experts and representatives from the MOH, China CDC, PLWHA, WHO, UNAIDS and FHI presented HIV/AIDS responses, international cooperation programs in HIV/AIDS response, challenges and future priorities in China from different perspectives.
From August 23-25, Director Wu Zunyou of NCAIDS led a team of 11 experts from the MOH AIDS Expert Consultation Committee and NCAIDS to conduct special survey, monitoring and technical guidance for Yili Prefectural HIV/AIDS program supported by the central level as a priority. Based on two-day seminars, discussions and field visits, experts reached a consensus on the ten urgent tasks to be addressed by the prefecture.
From October 8-9, National Consultation on progress of HIV/AIDS response and key HIV/AIDS scientific strategies in China was held Beijing Capital Hotel. More than 20 international experts from US, UK and Hong Kong participated in the workshop to provide productive recommendations on HIV/AIDS response in China.
On November 22, Li Keqiang (member of the Standing Committee of Political Bureau at the CPC Central Committee, vice-premier of the State Council and director of the State Council AIDS Working Committee) visited NCAIDS. He watched the scientific outcome exhibition attentively, and observed the laboratory test procedure at the laboratory operating table and learned about the test results. He pointed out that HIV/AIDS was a global challenge and AIDS vaccines and ARVs were bottlenecks in HIV/AIDS response. He emphasized the need to strengthen policy support and speed up scientific research to achieve breakthroughs in terms of clinical trials of AIDS vaccines, early infection diagnosis and ARVs. Particularly, the research and production of second-line ARVs should be boosted to benefit drug resistant patients.
From November 30 to December 1, Wen Jiabao (member of the Standing Committee of Political Bureau at the CPC Central Committee and premier of the State Council) visited Liangshan Yi Autonomous Region, Sichuan to look at local HIV/AIDS response and meet Yi officials and residents. Premier Wen expressed special attention from the Party and government to HIV/AIDS response in ethnic minority areas and poor areas. The principles of prioritizing prevention, combining prevention and control, responding to HIV/AIDS according to the law and ensuring the scientific soundness of HIV/AIDS response must be followed to incorporate HIV/AIDS response into economic and social development plans, combine HIV/AIDS response with poverty alleviation and anti-drug efforts, and take comprehensive measures to effectively curb the spread of HIV/AIDS. On December 2, the "Summit on Enterprises Social Responsibility in HIV/AIDS Response" with the theme of "Enterprises Promise, Stop AIDS" was held in the Great Hall of the People, which was sponsored by the State Council AIDS Working Committee Office, MOH and All-China Federation of Industry & Commerce and undertaken by NCAIDS, China-MSD AIDS Foundation (U.S.) Beijing Representative Office and China Red Ribbon Foundation. The "Beijing Declaration of Enterprises to Fight AIDS" was issued.
On December 14, a meeting was held in Guiyang to summarize the Community-based Drug Maintenance Treatment in China. Over the past seven years, Community-based Drug Maintenance Treatment was developed from based on pilot sites in certain areas to scale up throughout China, from focus on treatment to integration service provision, from address outpatient flow to both outpatient flow and the quality of clinic services, thus playing a key role in HIV/AIDS response and anti-drug.

Papers and Monographs Published since the Establishment of NCAIDS

Since the establishment of NCAIDS, at least 649 papers were published by NCAIDS as the first author (including 487 papers published on Chinese periodicals, and 162 papers published on renowned international periodicals, such as the Science, the Nature, and the Lancet, etc.), and 26 monographs were published.
In 1998:
As the first author from NCAIDS, 31 papers were published throughout the year, including 5 published on international periodicals and 26 on Chinese periodicals.
"Study on the Drivers and Patterns of HIV/AIDS Prevalence in Ruili and Other Areas of Yunnan Province" was awarded 2nd Prize of MoH National Award for Science and Technology Progress.
In 1999:
As the first author from NCAIDS, 26 papers were published throughout the year on international periodicals, and approximately 20 were published on Chinese periodicals.

HIV and the Pathogenesis of AIDS and Management of HIV Infections (2000-2001) were translated and published.
Guidelines for ARVs Treatment, Care and Training primarily developed by the Division of Clinical Virology was published.

In 2002:
As the first author from NCAIDS, 30 papers were published throughout the year, including 26 on Chinese periodicals and 4 on international periodicals; 5 monographs were published.
In 2003:
As the first author from NCAIDS, 52 papers were published throughout the year.

"SARS PCR (HIV) fluorescence testing kit" won the Certificate of New Drug.
"Transmembrane and secretion-type HIV Gag antigen-encoding gene and AIDS vaccines containing the gene" won the patent.

13 monographs were published. As the first author from NCAIDS, 90 papers in Chinese and 37 papers in English were published throughout the year. 2 papers were on the Science and 2 on the "AIDS".
The "Research on Genovariation and Epidemic Characteristics of Main HIV Strains in China" won the 1st Prize of Chinese Preventive Medicine Award.
In 2007:
The "Research on Genovariation and Epidemic Characteristics of Main HIV Strains in China and Creation of Database" won the 2nd Prize of the National Award for Science and Technology Progress, and the "Alternative testing strategies for diagnosis of HIV infection" won the 3rd Prize of Chinese Preventive Medicine Award.
As the first author from NCAIDS, 88 papers in Chinese and 48 papers in English were published throughout the year, including one published on the Lancet. For the first time a Chinese paper series were published on the AIDS, an influential international periodical.
In 2008:
By the end of November, NCAIDS published at least 50 papers on key international periodicals; 20 papers were published in English, including one published on the Nature and one published on the Lancet.
In 2009:
NCAIDS published 134 papers as the first author, including 36 English papers and 34 SCI articles; participated in or led the compilation of 10 monographs; and won a second prize for Beijing Science and Technology Progress Award, a second prize for Chinese Medical Science and Technology Award and a second prize for Science and Technology Award of China Preventive Medical Association.
In 2010:
NCAIDS published 135 papers as the first author, including 72 English papers and 69 SCI articles (one on N Engl J Med, one on PLoS Medicine and one on Clin infect Dis AIDS); participated in or led the compilation of three monographs; and obtained one patent.
