Health Ministry’s Notice on Issuing of Responsibility of Departments and Bureaus (Groups) on AIDS/STD Prevention and Control in China

  Responsibility of Departments and Bureaus (Groups) on AIDS/STD Prevention and Control in China

   According to the national policies and guidelines for AIDS/STD prevention and control and the demands of “Chinese National Mid- and Long-term Strategic Plan for HIV/AIDS Prevention and Control (1998-2010)”, multi-sector coordination is formed under the direction of State Council Coordination Mechanism of AIDS/STD. In order to accelerate the AIDS/STD prevention and control work in China, responsibility of departments and Bureaus (Groups) on AIDS/STD prevention and control is publicized as follows:

I Publicity Department of the CPC Central Committee
   Participate in the development and implementation of the national principles and propaganda on AIDS/STD prevention and control, coordinate relevant media report work.

II National Development and Reform committee

1、 Be responsible for the establishment of national programming of STD/AIDS prevention and control, and integrating it with national economic and social development plan
2、 According to principle of classification management, put the investment required by the AIDS/STD prevention and control into the plan of fundamental construction.
3、 Establish the priority of the research on AIDS/STD in the 21st Century Agenda in China with the cooperation from Ministry of Science and Technology.

III Ministry of Science and Technology

1、 Be responsible for integrate the key HIV/AIDS research program into the national science and technology plan, and establish the priority of the research on AIDS/STD in 21st Century Agenda in China with cooperation from the National Development and Reform committee.
2、 Establish national programming of STD/AIDS prevention and control under the cooperation with MOH, National Development and Reform Committee, National Population and Family Planning Commission as well as other relevant sectors.
3、 Provide propaganda and education as well as technology services of STD/AIDS prevention and control.

IV Ministry of Finance (MOF)
1、 According to the demands for AIDS control, arrange central government budget on HIV/AIDS prevention and control work. In charge of the surveillance of budget outlay and the evaluation of work effect under the cooperation with other relevant sectors.
2、 Establish the national programming and implement plan for STD/AIDS prevention and control under the cooperation with MOH, National Development and Reform Committee and other relevant sectors.

V Ministry of Health (MOH), State Administration of Traditional Chinese Medicine
1、 Under the cooperation with National Development and Reform Committee, Ministry of Finance, Ministry of Science and Technology, and other relevant sectors, establish the national programming and implement plan for STD/AIDS prevention and control. Be responsible for the coordination and instruction of the work process. In charge of routine affairs
2、 Assist other relevant sectors in drafting laws and statutes on AIDS/STD control and prevention.
3、 Be responsible for the surveillance and management of AIDS/STD epidemic, develop technical standard, and organize the monitoring, inspection, evaluation and technical instruction on AIDS/STD prevention and control work. 
4、 Be responsible for the construction and management of professional institute and team on AIDS/STD control and prevention. Carry out training course on medicals and other professional, researchers, educators, and manager whose work involved with AIDS/STD control and prevention. Implement relevant scientific research and health education program.
5、 Play the role of coordinator in the AIDS/STD control and prevention program carried out by relevant government sectors and social groups. Organize information exchange on epidemic situation and treatment. Offer technical services.  
6、 Display the advantages of the Chinese traditional medical and medicine; Carry out studies on AIDS/STD treatment with Chinese medical and medicines.   

VI Ministry of Culture, State Administration of Radio, Film and Television, General Administration of Press and Publishing
1、 Put the propaganda work for AIDS/STD prevention and control into respective work plans. Carry out wide and constant propaganda of the disserve effect of AIDS/STD and prevention knowledge. Report the situation of AIDS/STD control and prevention work.
2、 Put the propaganda work of AIDS/STD prevention and control into routine working plan of radio and television stations. Gradually reinforcing the report intensity and constantly improve the propaganda quality
3、 Collecting and publishing the knowledge of AIDS/STD prevention and control on journals and magazines periodically.

VII Ministry of Public Security
1、 Firmly crackdown and ban prostitution, drug users and illegal blood donation activities.
2、 Assist health department in implementing the laws and regulations of AIDS/STD management. Participate in relevant investigation and reinforcement of prevention and control plan.
3、 Provide AIDS/STD prevention knowledge education to the prostitution personnel in detain and drug user in penitentiary.  
4、 Be responsible for the management of AIDS/STD control and prevention in the penitentiary, hoosegow and drug-relief reformatory. Carry out inspection and treatment for AIDS/STD patients according to the rules.
5、 Strengthen the IEC work of AIDS/STD response to the migrate people under the cooperation with MOH
6、 Assist the MOH to undertake the coordination work with Chinese Association of STD/AIDS Prevention and Control.

VIII Ministry of Justice
1、 Coordinate with health departments to enforce the criterion of AIDS/STD management. Participating in the investigation and research as well as the implementing of the AIDS/STD prevention and control.
2、 Provide the STD/AIDS IEC work to the prisoners, labor reeducation and staff worked in reeducation center or in prison.
3、 Carry out inspection and treatment for AIDS/STD patients according to the rules. Assist health departments in implementing AIDS surveillance work.
4、 Assist the MOH in development of the propaganda program on laws for STD/AIDS prevention and control work. Undertake the propaganda concerned with relevant laws and statutes. 

IX Ministry of Education
1、 Be responsible for the medical education on AIDS/STD prevention and control in the colleges, medium vocational schools, middle schools for adults and general middle schools and integrate the education work into medical education plan of training courses for teachers and schools.
2、 Be responsible for the research work and the establishment of education policy for adolescent with HIV.
3、 Assist health departments in carrying out AIDS surveillance on foreign students in China and implementing education and propaganda for Chinese students abroad.

X National Population and Family Planning Commission
1、 Combined with family planning work, supervising family planning institutes at each level to implement safe sex education and IEC work of AIDS/STD, providing consultation and technology service in the generational population.
2、 Combined with technology service on family planning, promote the condom use and other technology for AIDS/STD prevention.
3、 Based on the national general plan, carry out research on STD/AIDS prevention and control, contraceptive technology innovation and other relevant research plan.

XI The Organization Office of the CPC Central Committee, Ministry of Personnel
1、 Resolve problems in institutions of AIDS/STD prevention and control, scientific research and management and personnel organizations.
2、 Establish policies to encourage personnel engaging in AIDS prevention and control.

XII Ministry of Foreign Affairs, Ministry of Commerce, Customs General Administration, and General Administration of Quality Supervision, Inspection and Quarantine
1、 Arrange, approve and coordinate items of AIDS/STD programs cooperated with foreign countries as priority.
2、 Organize the AIDS/STD IEC work for overseas staffs in affiliated sectors; carry out education program for service staffs in foreign aid and contracted projects.
3、 Be responsible for the approval of duty reduction and exemption for the import facilities and reagents used in HIV/AIDS prevention and control.
4、 Develop the AIDS/STD IEC work for people leaving or entering China. Cooperate with health departments to carry out AIDS/STD surveillance and banning of import blood products.

XIII China National Tourism Administration
1、 Be responsible for the management of hotel, restaurant and tourism service industry, strengthen the AIDS/STD IEC work for tourism service staffs.
2、 Be responsible for the AIDS/STD IEC education of tourists before they go abroad.
3、 Cooperated with health departments to carry out the AIDS/STD surveillance for related population.

XIV Ministry of Railways , Ministry of Communications, and Civil Aviation Administration
1、 Develop the AIDS/STD IEC work to tourists at airports, railway stations, ports and other transportation sites. Cooperated with MOH to carry out the surveillance and management work of AIDS/STD.
2、 Organize the AIDS/STD IEC work to staffs in these departments and affiliated sectors, and to service staffs in foreign aid and contracted projects.

XV Ministry of Civil Affairs
1、 Be responsible for supporting the life of families and persons who are impoverished by AIDS and at the same time meet the social relief standard. Insure the fulfillment of minimum standard of living.
2、 Cooperate with health departments to develop the AIDS IEC work and surveillance to indigent migrants.

XVI Ministry of Labor and Social Security
1、 Cooperate with relevant departments to set up plans to resolve the basic medical insurance for HIV/AIDS population.
2、 Provide work opportunities to people living with AIDS who are capable and willing to work. Help them get on to work.
3、 Cooperate with relevant departments to develop the AIDS/STD IEC work for employees in cities and towns.

XVII State Ethnic Affairs Commission
1、 Cooperate with relevant departments to develop the IEC work for HIV/AIDS. Be responsible for providing information on the customs of the minority people in minority provinces and regions. Carry out surveys and bring forward suggestions for improvement and deal with relevant special issues involved with ethical relationship in HIV/AIDS IEC work.
2、 Be responsible for arranging and directing the department in charge of publicity and education to carry out the AIDS/STD IEC work for people living in the minority areas.

XVIII State Administration for Industry and Commerce
1、 Cooperate with police to crack down commercial sex dealings, drug trafficking and drug taking. Strengthen the management of entertainment places.
2、 Cooperate with health departments to carry out the administration criteria for HIV/AIDS control and prevention. Assist the IEC work and the non-profit advertising on HIV/AIDS prevention and control.

XIX State Food and Drug Administration
Be responsible for the approval and quality surveillance for drugs, diagnostic reagent and products for prevention in HIV/AIDS treatment.

XX The PLA General Logistics Department and Department of Logistics, the Armed Police
1、 According to relevant state and military regulations, undertake HIV/AIDS prevention and control work in the army.
2、 Assist the local governments to undertake the response work for HIV/AIDS.

XXI All-China Federation of Trade Unions, General Committee of Communist Youth League, All-China Women’s Federation
Cooperate with health departments, IEC and politics and law departments to popularize the AIDS/STD education for workers, young people and women, and insure legal rights and interests of patients and those living with HIV/AIDS among them.

XXII Red Cross Society of China
Cooperate with the Government to undertake the mobilization and organization of unpaid blood donation, mobilize the Red Cross members and Red Cross volunteers to carry out STD/AIDS IEC work for young people and women.

According to the national requirement on STD/AIDS response work, related departments should strengthen AIDS/STD management and IEC work based on their respective context and characteristics.
Each provincial, autonomous regional and municipal government should lay down specific working responsibilities on AIDS/STD response for relevant departments in its own region based on the guidelines above.
