Experience Exchange Meeting of China CARES Program Round 3 for Model Exploration Held in Changsha

To promote information exchange of China CARES Program Round 3, the National Center for AIDS/STD Control and Prevention (NCAIDS) under China CDC convened an experience exchange meeting of China CARES Program Round 3 for model exploration in Changsha, Hunan Province from May 19 to 20, 2016. There were over 60 participants, including officials from the Bureau of Disease Prevention and Control under the National Health and Family Planning Commission, experts of NCAIDS and representatives from health administrations and CDCs in demonstration sites.
The meeting was presided over by Sun Jiangping, deputy director of NCAIDS. Deputy Director Xia Gang and Deputy Chief Shi Ying of the Bureau of Disease Prevention and Control under the National Health and Family Planning Commission, Chief Chen Yan of the Bureau of Disease Prevention and Control under Hunan Provincial Health and Family Planning Commission and Deputy Director Chen Xi of Hunan Provincial CDC were presented at the meeting.
Deputy Director Xia Gang emphasized that the HIV/AIDS epidemic was changing constantly, the measures from the "National 12th Five-Year Plan" did not apply any longer, locally appropriate models for HIV/AIDS response should be developed in view of new challenges, and replicable practices should be explored and developed to effectively expand the coverage of relevant services and measures. He pointed out that the central government paid special attention to China CARES Program Round 3, the roles of demonstration sites as "stabilizer" for HIV/AIDS epidemic, "pilot sites" for model exploration and "pioneers" in HIV/AIDS response should be maximized, weaknesses should be identified and overcome in the fight against HIV/AIDS, and innovations should be enhanced to summarize efficient models and replicate them to non-demonstration sites.
Deputy Director Sun Jiangping summarized and reviewed the work of demonstration sites in 2015 and made arrangements for 2016. Representatives of 12 demonstration sites detailed successful experiences in IEC among young students, intervention with low-grade CSWs and their clients, drug maintenance therapy, ART management, HIV/AIDS response among MSM, intervention with people using synthetic drugs, scale-up of HIV testing among STI clients and marketing models for rapid test kits in drugstores. Finally, Deputy Director Yin Wenyuan of NCAIDS Demonstration Site Transfer Payment Management Office gave a special lecture on methods for writing good practices in model exploration.
2016 is the beginning year of the "National 13th Five-Year Plan". This meeting further stated the priorities and tasks of China CARES Program Round 3, pointing out the direction for the future work in demonstration sites. (Source: Qin Shasha, Hunan Provincial CDC, June 27, 2016)
