China HIV/AIDS Roadmap Tactical Support (CHARTS) Project
HIV prevalence in China is still relatively low, the epidemic is spreading rapidly. Currently, the Government of China has been committed to developing an institutional structure with multi-sectoral cooperation and social participation under the leadership of the government. The fight against HIV/AIDS has achieved great progress.
Nevertheless, China is also facing some challenges in response to HIV/AIDS. In 2003, the UN/GoC Joint Assessment Report outlined the constraints to effective HIV/AIDS interventions, such as insufficient leadership and coordination, low awareness of HIV/AIDS among some government officials, low capacity of provincial departments in implementing national policies and inadequate resources.
China HIV/AIDS Roadmap Tactical Support (CHARTS) Project is jointly designed by the Government of China, UNAIDS and DFID. The purpose is to increase the strategic capacity of China to effectively respond to HIV/AIDS. The four project outputs directly address the four recommendations provided by the Joint Assessment Report, i.e. strengthening national leadership and coordination, improving mechanism for exchange and using information, enhancing the capacity for implementation and monitoring at provincial and sub-provincial level and mobilizing necessary resources and utilizing them more effectively.
CHARTS Project has a total budget of GBP 7,221,000 from September 30, 2004 to December 31, 2007. Project provinces include Jilin, Zhejiang, Hubei, Hunan, Guangxi, Sichuan, Gansu and Xinjiang. Project components include leadership development, strategic planning and multi-sectoral cooperation. Target populations include leaders and government officials and people and organizations involved in HIV/AIDS Prevention and control.
